Taipei Times - archives: "aiwanese companies that fell victim to imports of tainted milk from China last year may consider seeking compensation through arbitration or a compromise, the Mainland Affairs Council (MAC) said yesterday.
MAC Deputy Minister Liu Teh-shun (劉德勳) said that as legal proceedings were time-consuming and had run into “many difficulties,” the Department of Health (DOH) was considering meeting local companies to find out whether they would be interested in pursuing other alternatives.
“Arbitration and settlement are a comparatively easier way for Taiwanese firms to get faster and more direct access to their Chinese suppliers,” he said."

Taipei Times - archives: "aipei Mayor Hau Lung-bin (郝龍斌) yesterday accepted an apology by the Chinese-language Apple Daily for causing controversy with the content of its News-In-Motion feature, but said the city government would continue monitoring its content.
The newspaper ran a statement yesterday apologizing over the controversial news content of News-In-Motion, saying it started rating its news content on Saturday.
Apple Daily also canceled plans to file a lawsuit against Hau and the city government for banning the newspaper at municipal schools."

no good for Taiwan
Taipei Times - archives: "The US has been more accommodating to Beijing under US President Barack Obama than his predecessors because Washington needs China more than China needs the US, an expert on China said.
Lin Chong-pin (林中斌), former Mainland Affairs Council vice chairman and a professor at Tamkang University’s Institute of International Affairs and Strategic Studies, said Obama’s more flexible attitude was reflected in his failure to mention human rights or freedom during his meeting with Chinese President Hu Jintao (胡錦濤) earlier this month."

political persecution that's all
Taipei Times - archives: "Chen Shui-bian also used President Ma Ying-jeou’s (馬英九) special funds case to illustrate his point that if Ma was found innocent of misusing special funds during his term as Taipei Mayor, then he should also be acquitted of embezzlement charges because the presidential “state affairs fund” is similar to the mayor’s special fund.
Chen Shui-bian and his attorneys talked at length and the High Court judges more than once urged them to keep their arguments brief to allow the court to get through the pre-trial hearings efficiently.

blind to reality
Taipei Times - archives: "The Chinese delegation was led by Zheng Bijian (鄭必堅), who was introduced in the media as a member of Chinese President Hu Jintao’s (胡錦濤) brain trust and a former vice president of the Chinese Communist Party’s (CCP) Central Party School. Zheng is widely credited for being the first to talk publicly about China’s “peaceful” rise during the Boao Forum in 2003 to allay growing global concerns about Beijing’s expanding power. However, this notion of peaceful development is nothing but an illusion, with Beijing throwing a big military parade to celebrate the 60th anniversary of the People’s Republic of China last month. Two conclusions that can be drawn from Zheng’s rigid mindset and the incoherent comments of other Chinese delegates at the seminar were that they are blind to reality and that Hu Jintao wishes to rush unification with Taiwan."

no Taiwan position
Taipei Times - archives: "There are several points to which Taiwan should pay attention. In his speeches in Japan, Obama did not mention Taiwan at all. At his “town hall” meeting in Shanghai, he only mentioned the three US-China joint communiques and avoided the issues of China’s military threat and US arms sales. At the press conference following his meeting with Hu, although he mentioned the Taiwan Relations Act (TRA) in the same sentence as the three joint communiques, he also talked about respect for China’s sovereignty and territorial integrity."

A recent survey by the Chinese-language Commonwealth Magazine found that public confidence in Ma had dropped 3.2 percentage points to 38.6 percent, trailing behind Obama at 46.1 percent."

Obama talking
Taipei Times - archives: "here is a worrying number of US officials, advisers and think tank members who are willing to take this kind of behavior from the Chinese government. Some of these are, or will be, conducting business with China in a private capacity, so acts of disrespect against their leader can be rationalized in proportion to the opportunities that China offers them for their cooperation. Others seem to think that accommodating Beijing’s boorishness is best diplomatic practice, whatever the cost for Americans or ordinary Chinese."

public’s skepticism toward China
Taipei Times - archives: "The KMT does not wield the total power it claims and it cannot do as it pleases on every political issue. Given the Taiwanese public’s skepticism toward China, if Beijing thinks the Ma administration is weak and wants to force early cross-strait talks on political issues, it will not be able to help the KMT consolidate its leadership or bring about unification. Instead, they will force the Ma government onto the road of political destruction."

ECFA is Red
Taipei Times - archives: "The People’s Sovereignty Movement has touched some Taiwanese, but that will not change Ma’s decision to sign an economic pact with China. Nor will Ma endorse a proposal on an ECFA referendum as he represents the interests of “superior Mainlanders,” certain corporations and even the Chinese Communist Party. If Ma continues to act willfully, Taiwan may soon see violent confrontation.
To avoid this result, I propose that the government sign an ECFA with China “backwards.” By that I mean that the government should first sign concrete agreements before moving onto signing the framework agreement. Doing so would first give the public an understanding of the concrete contents of the agreement and its pros and cons before deciding whether or not they can accept the framework agreement."

Taipei Times - archives: "If negotiations on US beef were conducted in such a slapdash manner, who knows what under-the-table deals will be struck in the future “era of negotiations” that Su speaks of.
Even more worrying is the risk that Taiwan’s democracy will become dysfunctional and fail if negotiations with other countries are used to redistribute domestic interests without being monitored by the public and the legislature."

Taipei Times - archives: "Seminar presentations don’t come any more laughable than this. Zheng Bijian (鄭必堅), a former vice president of the Central Party School of the Chinese Communist Party (CCP), yesterday repaid his Taiwanese hosts’ hospitality with a lecture on how aspirations for Taiwanese independence would fade amid longing for improved cross-strait relations.
The seminar, organized by the pro-unification Pacific Cultural Foundation — an organization with historical links to Chinese Nationalist Party (KMT) hardliners — was notable for the relatively benign language used by the Chinese speakers, in keeping with this era of presumed cross-strait detente."

Obama saying
Taipei Times - archives: "As US President Barack Obama prepares for his visit to Japan, South Korea, China and Singapore, it is worthwhile to consider a number of issues that affect US-Taiwan-China relations.
On two of the three sides in this triangle, we have relatively new actors at the political helm: the Obama administration in the US and the administration of President Ma Ying-jeou (馬英九).
Obama has the advantage of being at the start of a new chapter in relations with both Taiwan and China. He is relatively unburdened by the inhibitions of the past, and has the freedom to do some out-of-the-box thinking.
But there is already a tendency — similar to that seen in the administration of US president George W. Bush — that the US “needs” China to resolve major issues like global warming, pollution and the financial crisis."

保護台灣大聯盟Taiwan Defense Alliance(TDA): "Prosecutors in charge of investigating former president Chen Shui-bian's (陳水扁) alleged corruption and money-laundering activities yesterday confirmed they had frozen the bank accounts, stock holdings and real estate holdings of several members of Chen's family.
Chen Yun-nan (陳雲南), spokesperson for the Supreme Prosecutors' Office's Special Investigation Panel (SIP) which is in charge of investigating the cases, said that the SIP had sent official notices to banks, securities companies and government land offices on Oct. 23 requesting that they freeze those assets so that if members of the former first family were found guilty, the illegal profits could be returned.
The frozen assets include NT$8 million (US$250,000) in a savings account held by former first lady Wu Shu-jen (吳淑珍); NT$18 million in a savings account held by Wu's brother Wu Ching-mao (吳景茂); NT$10.3 million in savings held by Chen Shui-bian’s son Chen Chih-chung (陳致中); stock holdings with an estimated market value of NT$24 million held by Chen Chih-chung; NT$10.8 million in savings held by Chen Chih-chung’s wife Huang Jui-ching (黃睿靚); and about NT$100 million in diamonds and other jewelry."

Taipei Times - archives: "State Prosecutor-General Chen Tsung-ming (陳聰明) said he had convened a meeting of head prosecutors nationwide yesterday morning, and that high-level prosecutors concluded that unless they could prove without question that government officials spent special allowance funds for private matters and therefore committed corruption, they would not charge the officials.
Chen said the prosecutors would like to see the Legislative Yuan introduce a law detailing how special allowance funds should be used.
Such a law would help prosecutors during investigations of special allowance fund abuse and aid judges during hearings involving corruption, Chen said.
More than 6,500 government officials are currently facing investigations into their use of special allowance funds."

Taipei Times - archives: "Constitutional Interpretation No. 665 of the Council of Grand Justices deals with the decision to replace the judges handling the corruption cases against former president Chen Shui-bian (陳水扁) and some of his family members and associates when they were already underway. It also deals with the question of whether the Taipei District Court’s guidelines for assigning criminal cases, on which the decision was based, are in line with the Constitution.
Two of the grand justices found these to be unconstitutional, and one said that they should be reviewed, but the other grand justices found them to be constitutional. This is a most regrettable decision that obscures a number of ethical issues."
