〔記 者張菁雅／台中報導〕九○八台灣國成員劉慶澄、周明文廿四日傍晚交保後，昨日早上到台中市分部辦公室，辦公室準備豬腳麵線為兩人壓驚、去霉氣，劉慶澄表 示，願意向受傷員警陳諸想道歉，但不能接受被污辱為暴民。海洋之聲執行長張志梅則表示，一二二三衝突事件並非意外，是國民黨黑手操控，惡意抹黑、醜化。

劉 慶澄與周明文分別以十萬元、二萬元交保，憶及廿三日事件，兩人依然忿忿不平。劉慶澄表示，依集遊法規定，若抗議活動不合法，警方應舉牌警告，警方當時沒有 此動作就直接抓人，在陳諸想上車前，他被兩名員警抓住，奮力掙脫後，看到旁邊有個黑影，在混亂中，基於自我防衛，他雙手撥開黑影，才造成這起意外。他說， 他想問國民黨高層，「沒有暴政，哪有暴民」。

周明文也說，警方明顯製造事端，他不能接受被指控觸犯公共危險罪，滿街都買得到煙火，當晚也在警方面前公開放煙火，如果放煙火是違法行為，鹽水蜂炮、國慶煙火都應該取消。

劉慶澄與周明文吃豬腳麵線前，高喊「台灣國萬歲」、「暴政必亡」；周明文說，陳雲林離開了，他才吃得下去，他也把豬腳當成中國，表示「要吃中國的肉、啃中國的骨」。

巿刑大小隊長跌落車下 顱內出血

昨晚在陳雲林接受胡志強款待時，抗議民眾與警方爆發流血衝突！本土社團的宣傳車對酒店 放沖天炮，警察去阻止，雙方發生拉拉扯扯。台中市刑大小隊長從車頂摔下，受傷住院；警方強勢帶回六名抗議人士。 就是這個動作，讓台中市刑大小隊長陳諸想硬生生從宣傳車上跌落，涉嫌推人的民眾和宣傳車上成員，馬上以現行犯被逮捕。 警方在23號晚間10點30分公佈錄影帶，還原事件發生經過，晚間七點，裕元酒店內正在舉行晚宴，「九○八台灣國運動」的抗議宣傳車，沿著中港路來回廣 播。行經裕元酒店對面、統聯客運中港轉運站前時，車上抗議人士拿著預備的沖天炮，對準酒店位置沿路燃放。台中市刑大三隊小隊長陳諸想，從車頭左側爬上車 頂，與抗議人士發生拉扯。整個人先撞上車門，再重重摔落地面。嫌犯之一的周明文被員警扭送時，還不斷喊冤。 警方指出，台中市刑大小隊長陳諸想，是被人從宣傳車頂護欄推下，導致頭破血流。 宣傳車上六名成員全數被警方帶回，依公共危險、妨礙公務、傷害罪嫌移送，台中市長胡志強探視過受傷員警後，表示很「心痛」。 江陳會場外發生警民衝突，造成1名員警受傷送醫，民進黨也表示遺憾， 強調已盡力與各團體溝通，希望抗議不要失序。秘書長蘇嘉全強調，被逮捕的民眾不是民進黨員，但民進黨仍會負起責任，也會為這幾名被捕的民眾，聘請律師、維 護人權。也盼望接下來的抗議能夠和平理性，以免模糊焦點。

為了一個共匪 馬的賤招盡出！ 林冠妙2009/12/24 21日下午長老教會東榮教會舉辦報佳音活動，行經台中港路三段和安和路口時（裕元酒店斜對面）被 警方攔下並兩次舉牌，經牧師、王定宇議員和幾位社團代表與台中第二分局長林信雄協調後，活動轉往統聯客運台中轉運站的停車場，並 同意參加的民眾可在此空地過夜。（統聯台中轉運站就在裕元酒店對面，為配合共匪的維安工作停止營業，所以當時沒有停放遊覽車，而 平時上下車的月台，也成了台中市警察局指揮所，有大批的警力、警棍、盾牌進駐） 「搶救台灣行動聯盟」馬上調來了一輛舞台車，東榮教會及台南神學院的學生上台歌頌平安後，牧師 唱了一首他在幼稚園時代就學會的反共歌曲-「勇敢的小兵丁」：...拿起刀槍和共匪拼命...，牧師說國民黨竟然從幼稚園就開始教導 小朋友要拿起刀槍，實在很可惡！王定宇議員則說，他從來沒聽過牧師唱這種歌。 當 晚的氣溫不到十度，有些民眾就直接躺在地上睡起覺來，既沒打地鋪、也沒蓋被子（沒有任何民意代表送來熱食或禦寒衣物）。沒多久，林信 雄局長在各家電視媒體 前出現，對著鏡頭說：胡志強市長怕大家冷到了，特地帶了五十件毛毯給大家（上面印著中華民國紅十字會），還特別強調是「借用」，不是 「贈送」，隔天早上得 要歸還。有民眾說：我們怕把東西弄壞了，不敢收，請拿回去吧。公投盟的工作人員大喊：不要作秀了，我們自己有準備睡袋，也有物資車， 但警方不讓物資車進 來，卻來這裡作秀演戲！ 上演完溫馨感人、賺人熱淚的的小丑秀後，林局長又請王定宇議員向大家宣布，統聯的車子待會要停進來，請 在場的民眾不要去破壞。結果隔天早上大家才恍然大悟， 原來這一切攏是假，這一切早就在國民黨的算計中，統聯的遊覽車已搖身一變成了大型拒馬、驅離群眾的工具，將民眾團團圍住，而從外面也 看不到裡頭進行的活 動。局長說統聯打算下午開始恢復營業，所以請民眾在中午前離開，他還假好心的說會幫大家找一個很好的地點。（攏是假，當然沒有！） 為了一個共匪，馬的政府無所不用其極，明的、暗的、柔的、硬的招數全用上了，在野黨的十八招還沒看到，馬 的賤招倒是先見識了！ ========================== 北社 辦公室主任 林冠妙 敬上 北市 100 青島東路5號2樓之2 電話：02-2396-0900 傳真：02-2396-7233 網址：www.twnorth.org.tw -- You received this message because you are subscribed to the Google Groups "i_love_taiwan" group. （請點選上列小圖，觀看大圖） 楊董事長、光贊同修您好！ 12月4日&9日的來信收悉。祝Australia之旅順風、平安、如意。 想不到身為閣揆會說搞台獨的人是白痴的 話，儘管後來收回「或白痴」三個字，硬拗是不必要的贅語。但台灣的前途，在民主自由的國度，特別多元社會有不同的選項都應獲得尊重，您可以有自己的政治信 仰和不同主張，卻不能指摘意見不一樣的人是不負責任的「白痴」。這就是憲法所保障的意見表現自由。馬英九競選總統時的文宣說，台獨是台灣的選項，但不是中 國國民黨的選項。而對很多台灣人而言，台獨主張不僅是信仰，更是台灣的活路。 我在下一期12月16日出刊的蓬萊島雜誌.net阿扁札記，寫「選舉輸贏不是民進黨的一切」，呼籲中國欽差大臣陳雲林12月21日來台中出席第四次「江陳會」時，台灣人民應向全世界宣示「台灣中國，一邊一國」、「拒絕接受ECFA」兩大訴求，表達堅定「拒統保台」的意志和決心。 光贊同修提到我的case經過一番沉澱過濾之後，會有「澄清」的一天，此時此刻了解到我被政治迫害的事實會成為「共識」。又說有法界人士向您 complain扁案會是一場「難於自圓其說」「上下不得的案件」，他們最怕touch此種非案之案，小英應該知道「政治迫害」的事實了吧；不應該還談一 些不痛不癢的「司法人權迫害」。遠的不說，馬騜在12月9日於中國國民黨檢討三合一選舉敗選原因的中常會上，竟然把敗選責任推給扁案辦得太慢及檢察總長陳聰明沒有下台。公然把手伸進法院，干涉司法審判，一點都不遮掩。 而12月10日世界人權日也是美麗島事件30週年，馬騜驕傲的表示把兩項世界人權公約正式國內法化，殊不知前一天他才在中國國民黨公開說出違背司法審判獨立的違憲談話；還有30年前美麗島事件發生時他在哈佛大學唸書，是如何在波士頓通訊批判痛罵黃信介、姚嘉文、林義雄、呂秀蓮、陳菊等民主前輩。美麗島事件正是蔣經國擔任總統時，未暴先鎮所製造出來的政治迫害黨外精英案件，蔣介石則是228事件的元凶，台灣六十年來兩大政治案件都跟兩位蔣家父子有關。馬騜上台後，又恢復對殺人魔王、政治劊子手、獨裁者的膜拜，完全是說一套、做一套的「真假仙」。 贊外同修來函分享靈修的小故事，有一個農夫在河裡沙洲工作，遇到豪大雨帶來溪水暴漲快把沙洲淹沒時，先後漂來一塊木板、一艘小破船、一棵枯樹，卻不知道這是上帝要來救他，還不往上跳，錯失三次可以逃生機會，最後不幸被大水淹死。是自己心裡設想要的結果而猶豫不去做，還怪上帝不給機會。很多的時候必須當機立斷，機會不是常常有，有時稍縱即逝，永不回頭。 30年前的美麗島事件爆發時，我才29歲，只是一個菜鳥律師，原先我也不敢接受參與弁護工作，不只因為當時的政治氣氛充滿肅殺恐怖，而是我年紀那麼輕，一 位海商法的律師接辦軍法大審的政治案件，自忖學識能力不足以勝任，後來太太的一句話：「明知道嘉文兄、義雄兄幾位道長不可能叛亂，卻要判唯一死刑。不敢承 辦，做律師有何路用？」我終於走上政治這條路，包括今天被羅織成獄，關押在鬼所，都是上帝的旨意。 淑修同修12月9日來信分享喬治．歐威爾《1984》小說的部分章節，時空從過去、現在、未來相互交錯，可怕的是，相同的事情，一直重覆的出現在身邊。美麗島事件己經30年了，扁案的發生以及相關故事，除罪名從叛亂改為貪污外，我們所看到的是那麼相像，彷彿又回到30年前，蔣經國換成馬英九。舊獨裁者與新威權再怎麼聰明，該死的異端變成殉道者，將會有許許多多的殉道者出現，關了一個「阿扁」，還會出現更多的「阿扁們」。 《1984》一書「真理部」、「和平部」、「仁愛部」、「富裕部」的建築外邊大書特書黨的三大原則：「戰爭就是和平」、「自由就是奴役」、「愚昧就是力 量」，「2008」我們不是也看到類似的文字嗎？「633，馬上好」原來是玩笑話；「燒成灰也是台灣人」原來是自己當美國人，叫別人做中國人；「台灣的未 來應由2300萬人民決定」原來是MOU連央銀總裁也不知道，ECFA連立法院長亦不知內容。 《1984》的「海洋國」難道是「海洋台灣」，統治者「內黨」、主人公溫斯頓屬於「外黨」，難道是指「中國國民黨」以外叫做「黨外」，也未免太巧合了。 如果極權主義或新威權的黨國主義，變成是我們普遍的生活方式，則目前台灣人民所擁有的一切民主、自由、公義等價值，將化為烏有。 謝謝大地同修。 台灣加油！ 弟  陳水扁（贊凡） 2009.12.12晚24.30 延伸閱讀： 更多與阿扁總統（贊凡同修）的往來信件 阿扁與台灣神的生死之約 幫阿扁念經祈福 分享：

經向藝臻老師求證：記者所指的「合唱團」，全名是「古錐囝仔幼幼合唱團」──專門演唱藝臻老師創作的台語童謠，成員是一、二年級的小朋友，與一般學校傳統的「合唱團」（成員是五、六年級的小朋友）完全不同。民視記者收到家長的投訴前往採訪，家長只是單純的表達：幼幼合唱團教唱孩子台語歌很好，卻莫名其妙的被校方解散，向學校詢問原由，又得不到明確、合理的回應。家長與記者一樣，並不知合唱團還有「區別」。

至於西屯國小傳統的「合唱團」，藝臻老師今年的確拒絕帶──因為長期種種不公不義、不符教育本質的「緣由」（台中市政府來調查時，藝臻老師會一併將此部分「提供」出來），但從未拒帶「古錐囝仔幼幼合唱團」。

幼幼合唱團在上學期末，已經被學校封殺，11.26下午台中市議員陳淑華議員已於市議會質詢胡志強市長這件事，胡市長允諾：嚴加調查學校到底有無打壓情事。

各界若要對藝臻老師表達實際的支持行動，有下列幾項作法：

Hsu STAFF REPORTER Wednesday, Dec 02, 2009, Page 1 Japan’s Interchange Association — Tokyo’s representative office — confirmed yesterday that Representative Masaki Saito has resigned but said the resignation would not take effect until its board of directors approves it. There was immediate speculation that the career diplomat’s surprise move was linked to remarks he made at an academic conference in May at National Chung Cheng University, remarks that were widely criticized at the time by Chinese Nationalist Party (KMT) lawmakers. Speaking at the annual meeting of the Republic of China International Relations Association, Saito said Taiwan’s status was “still unresolved.” The envoy apologized later for his remarks and Tokyo said Saito’s comments were his own views and did not represent the Japanese government. While KMT members attacked him, accusing him of spreading false information about Taiwan, independence supporters hailed him for “speaking the truth.” Shinji Hiyama, the cultural liaison of the Interchange Association, refused to comment on Saito’s resignation except to say Saito was leaving his post for “personal reasons.” It was not clear exactly when Saito tendered his resignation or when he would leave Taiwan. The Ministry of Foreign Affairs said it had no information about Saito’s departure. “The foreign ministry has no information about it and it will respect the decision of the Japanese government,” Deputy Secretary-General of the Association of East Asia Relations Nien Shin-shyh (粘信士) told a routine ministry press conference. Ministry spokesman Henry Chen (陳銘政) said Taiwan does not interfere with the decision-making process regarding foreign ambassadors’ postings and he stressed that Saito’s departure would not hurt Taiwan-Japan relations. KMT Legislator John Chiang (蔣孝嚴), a former foreign minister, said he “was not surprised” by the news because Saito’s resignation had been expected since the controversy. Chiang, who is a member of the Foreign and National Defense Committee, said Saito had lost all credibility and the ability to function as a diplomat because “hardly anyone in the administration and the legislature was willing to meet him.” “It was unfathomable that a professional diplomat would make such negative remarks toward the country in which he was serving. His resignation was only a matter of time,” Chiang said. Democratic Progressive Party (DPP) lawmakers, however, said Saito’s leaving showed that President Ma Ying-jeou’s (馬英九) “China-friendly” foreign policy had interfered with Taiwan’s effort to have “substantive relations” with non-allies. “We are very saddened and disappointed by this outcome. We are very thankful for Saito’s willingness to stand up for Taiwan,” DPP Legislator Tsai Huang-liang (蔡煌瑯) said, adding that Taiwan-Japan ties were at their “lowest point” in a decade. DPP Legislator Yeh Yi-jin (葉宜津) said Saito’s resignation brought shame to Taiwan and the administration must change its China-centric attitude before ruining the nation’s friendship with other countries. The government’s indirect boycott of Saito was the main reason for his departure, Yeh said. China’s influence could have also driven Saito away because ousting a diplomat that believes Taiwan’s status was unresolved fits Beijing’s interests, DPP Legislator Kuan Bi-ling (管碧玲) said. On two of the three sides in this triangle, we have relatively new actors at the political helm: the Obama administration in the US and the administration of President Ma Ying-jeou (馬英九).

Obama has the advantage of being at the start of a new chapter in relations with both Taiwan and China. He is relatively unburdened by the inhibitions of the past, and has the freedom to do some out-of-the-box thinking.

But there is already a tendency — similar to that seen in the administration of US president George W. Bush — that the US “needs” China to resolve major issues like global warming, pollution and the financial crisis."

Such statements are typically made only days, sometimes hours, before the first US bombs fall. Former US president Bill Clinton promised on the eve of the bombing of Serbia that “I cannot emphasize too strongly that the United States has no quarrel with the Serbian people.”

US President Barack Obama promised from the campaign trail that “We have no quarrel with the Iranian people. They know that President Mahmoud Ahmadinejad is reckless, irresponsible and inattentive to their day-to-day needs.”

Presidents employ such language for good reason. They know their public, a self-styled melting pot of peoples, would rather fight dictators than brothers and cousins abroad.

Indeed, Wilson’s initial formulation grew from a demographic and political quandary. More than one-third of Americans in 1917 could trace their heritage back to Germany and its allies. Wilson could not implore his people to “kill the Krauts,” as British or French leaders frequently did, because so many of Wilson’s soldiers were, by ethnicity at least, Krauts themselves.

He instead rhetorically transformed US soldiers from fratricidal killers into liberators of their ancient fatherland."

Chen Sisi (�佷佷), attached to the People's Liberation Army's (PLA) Second Artillery Corps, which is in charge of missiles and nuclear weapons, is scheduled to give a concert at the Sun Yat-sen Memorial Hall today.

The 33-year-old Chen gained fame last year by singing at the closing of the Beijing Olympics.

DPP Legislator William Lai (�ラ肅) said Chen's performance would give a deceptively friendly impression of the PLA.

'This will dissolve the public's vigilance and hurt our national defense,' Lai said.

Lai said lyrist Qu Yuan (И靮) and music teacher Li Shuanjiang (燠褞蔬) who are accompanying Chen on this trip are also PLA members."

Hsieh gave reporters the latest statistics from the International Road Federation on motor vehicle fatalities in several countries: On average, the number of deaths per 10,000 vehicles in China was 7.92, 3.77 in Canada, 2.52 in France, 2.44 in Singapore, 2.38 in Hong Kong, 1.71 in the US, 1.57 in Italy and 1.56 in Taiwan."

The employees will arrive in seven separate groups between Oct. 30 and Nov. 24.

They will embark on a six-day tour and check out tourist attractions in Taipei City, Taichung City, as well as Taipei, Changhua and Nantou counties, but will skip Kaohsiung.

Company president Jason Li (李道) denied that there were political considerations in the way it arranged the tour. He said they made the reservations a while ago."

Tsai Yuan-sheng (蔡元生) and his assistant, Lin Chi-sheng (林啟生), discovered the asteroid at the Lulin Observatory on Yushan on March 20 and tentatively named it “Kaohsiung,” after his hometown.

In August, the International Astronomical Union’s Committee on Small Body Nomenclature — an international organization responsible for the naming of asteroids and comets — formally approved the designation and gave Tsai’s discovery a permanent number, “215080.”"

The most recent manifestation of this was a proposal submitted to her party’s Central Advisory Council on Sunday that unmistakeably targeted her. The proposal called for “unsuitable” legislators-at-large to resign or face scrutiny by the KMT’s Disciplinary Committee.

It is not clear what, if anything, will come of this proposal. It may be meant as a warning to Lo, who has made enemies within the KMT because of her very public criticism of some of her party’s policies and the administration of President Ma Ying-jeou (馬英九)."

Taipei Times - archives: "Three of the death sentences were suspended for two years, after which such sentences are normally commuted to life in prison, subject to good behavior.

Three more defendants were sentenced to life in prison while the other five were also given long prison terms, Xinhua news agency reported from Urumqi.

Exiled Uighur leader Rebiya Kadeer condemned the earlier death sentences, passed on Monday against six Uighurs, as politically motivated and said they were likely to “further enrage” Uighurs, who have long complained of discrimination."

中國來信--一個自我心靈的反省   朋友從中國寄來一封信告訴我，中國現在的發展狀況，並且強調或許未來世界將是中國人與西方人，特別是美國人，對抗的時代。信末，他也提到以往他支持綠軍的一些作為，他認為從整個世界經濟發展的趨勢來看，他要修改以往的看法，並且為自己不能及早投入這一場中國崛起的大舞台，感到強烈遺憾。這封信讓我擱置很久，因為他讓我想起許多問題必須重新反省、檢討，難道主張台灣獨立，甚至目前挺綠軍是錯誤的選擇嗎？ 如果我是一個日本人，出生就確定我不是中國人，即使我很願意為這場數百年來難得一見的打倒西方霸權之「崛起」運動奉獻心力，也將沒有辦法用「自己國家的事情」那樣的心情參加，這將是我終身遺憾。這也是全世界數十億人難以抹滅的痛苦！ 這樣的遺憾到底有甚麼意義呢？身為中國文化強烈籠罩下的人，我從來沒有仔細想過這一個問題，我只有怕死中國及「要不要錯過中國崛起」的選項而已。朋友來信讓我在這靜夜裡，沈思這個問題。 我知道大多數非華人絕對不會在意「中國崛起」對他自己生活影響的意義，中國在哪裡，或許他們還不知道。我之所以很在意中國問題，不是他重要，而是不斷有人向我強調它對我很重要，如此而已。實際上，住家附近的交通順不順暢，隔壁的早餐店有沒有開，都比中國問題重要多了，這直接影響到我的生活！我的生活既然那麼重要，與生活有密切關係的自由、平等、法治與民主，當然比「中國崛起」更重要。 很多人強調中國怎樣好，那是因為說這一個說話的人，不是一般的中國人。看過「來生不當中國人」這一本書的人就知道當中國人的悲哀。實際上，許多目前到中國發展的人，他們之所以覺得中國好，最主要是因為他不是中國人，而是擁有中國以外任何一個國家的國籍。這些人到中國享有許多中國人享受不到的特權，所以他們覺得好，然而一旦他是中國人，這個好可就要大打折扣。許多台商被中國坑，主要是因為他們受不到台灣政府的充分保護，但這還不是大事，至少比中國人好。中國人被中國打壓的問題才更慘。著名電影明星劉曉慶曾經辦了很龐大的事業，最後倒掉，理由之一是逃稅。這樣的理由在許多中國大大富豪被倒得理由多相似：做非法行為。很多中國非國營、非太子黨搞出來的大企業，經常被人用那樣的理由搞掉，管你是幾大富豪都一樣。在中國非法橫行的社會中，這些企業亂搞是很有可能，但為何抓到的都是那些沒有高階共產黨幹部有密切關係的人，而為何包含港台在內的許多外國企業在被中國官方查稅、修理時，很多都可以安然過關？不是這些人能力怎樣，而是他們都有外國身份在保護他們。身為外國人才是能夠在中國生活好的保障，這才是真諦。必須成為外國人才能享有在中國的好處，那麼聰明的你，要當中國人？還是不要當中國人呢？ 參與中國崛起最佳的方式是以非中國人的身份，這不是一個很奇怪的答案嗎？以這樣的方式愛中國，幾乎全世界有名的企業也都用這樣的方法去愛中國，他與清末西方帝國主義、文化對待中國的方式，又有何不同呢？熱愛中國的人相信這樣的愛中國方法嗎？還是害中國？ 近代的中國人想盡辦法要讓中國強大，但怎樣才能說是中國強大？其實都困擾著中國人，軍事強大，或者？？中國人面對西方挑戰，都強調富國強兵，而重點多放在數量上，只要數量多，他們都會認為這樣做是對的。外國資本進入導致中國的產出增加，他們也可能認為這是讓中國強大的一個途徑，至少改變落後的現象。但仔細反省，清朝末年，所謂西方帝國主義國家不也是向中國輸入資本、技術，也強力剝奪中國的資源與其他好處，為何當時的中國卻反西方呢？ 中國人追求的強大方式，不管他們提出怎樣的口號，最後都歸結在富國強兵的概念下，然後以中央集權方式建立政權。這些政權都以「國家強大」要他們的人民尊敬他們，但這樣的國家體制都是變相的傳統中國政權，而就是這種政權體制讓中國兩千年來都沒有進步，導致出現清末的西方國家勢力入侵。今天中國再度以傳統富國強兵的模式去對抗西方文化，這樣的途徑若是成功，就是近代中國知識份子標榜的自由、民主、法治與博愛的精神，所建構的近代化國家強大途徑錯的，也說明民主、自由不是世界潮流，浩浩湯湯，勢不可擋。中國這樣的路線，其實與伊斯蘭國家的富國強兵政策，又有何不同呢？都是用傳統的方式去應付西方文明的挑戰。 朋友向我舉一大堆中國變化的案例，認為這樣的國家未來將會怎樣又怎樣。看著他的信，我只是默默的回想國民黨教給我的富國強兵政策與圖像，這些圖像和朋友所標榜的都一樣，國民黨與共產黨到底有何差異呢？甚至與清朝也一樣，他們要追求的，不也是這樣嗎？ 在國民黨的建國圖像裡，它是以孫中山的三民主義為架構所建立的。蔣中正一方高唱三民主義，一方背叛三民主義。這種狀況也出現在中國共產黨身上，一方面高唱社會主義，一方面反叛社會主義。最後，這兩個政黨都放棄他們的理想，走回清朝那種不需要主義，僅追求國家強大的路線中。清朝的失敗是因為他沒有掌握政權，不是他顢頇。國民黨的失敗是因為他沒有機會更獨裁。如果前面兩者的失敗都僅是中國傳統成王敗寇的結果，那共產黨現在的成就又如何證明他們的能力比滿清、國民黨能力強呢？共產黨的今日若稱為成功，那也僅表示從1911年來的國民黨革命及1949年的共產革命是繞遠路的政治變化路徑而已。 坐在書房中，想著他提到的許多景象，我堅信他看到的強大就是我們看到的。對我們被中國、傳統政權管轄下的人來說，我們其實都不政治，因為政治從來就不是我們能玩得遊戲，我們僅能從眼睛所能看到各種現象變化中，去感受這變化的物質意義，然後心中感到欣喜。甚至在統治者各種媒體資訊的解讀框架中，去被引導解讀、相信這樣的講法，然後使我們所想的欲望、期待，在統治者有計畫的規劃中，我們與他們有了共識，普天同慶這樣的現象。朋友和我都用相同的角度在看事情，因為我們都是被統治的台灣人，不是統治階級的國民黨權貴。台灣人民與國民黨統治階級有何差別？公共資源的使用權，並由此產生的各種政治與社會反應，明確的說，就是政治權。更擴而言之，就是政治人格。 朋友看到的中國建設，與1970年代，我們看到的國民黨十大建設，意義是一樣的。1970年代的台灣，不也是充斥著國家強大、要邁向已開發國家的高昂鬥志在奮發努力嗎？但當時我們並沒有想到：這就是我們要的發展嗎？除了高所得外，我們還欠缺甚麼？ 或許朋友會問我，讓你生活更好，難道不好嗎？是的，他不一定是好。在人類發展時代中，都會出現因為技術進步、土地開發、制度相對健全等條件，導致人民生活比以往更好。從這一個角度，現在的好與傳統所謂太平盛世的好是一樣的，這種現象很多，但那樣的生活中，除了吃的飽以外，被統治者處在太平盛世與非太平盛世都一樣，沒有從政治上得到基本生活的尊嚴。我們能說這樣就可以發展出類似西方那種比較尊重人的生活方式嗎？或者發展出一套對我們人民感覺比較好的方式嗎？不能或不一定。 更進一步說，目前我們所強調的是要找到一個生活比現在更好的方法，只要好或感覺比較好，我們就會覺得這樣是對的。但這種感覺不是主人的感覺，也不是近代化國家國民的感覺。近代化國家的國民是國家的主人，主人就是有決策權，有決策權就是有權力對事情將要怎樣發展下自己的選擇。他當然會喜歡比現在好的狀況，但在兩者或兩者以上比現在好的狀況下，他就能展現要怎樣好的權力。甚至他也可以選擇不要比較好，這一切都因為他是國家的主人。就因為是主人，所以我們主觀感覺的好壞勝過外在環境出現的各種變化，以之引出的社會論點的好。我不需要管別人認定，在怎樣的機制比較好，我只要追問我自己是否覺得這樣好或要不要就可以了。 那麼，我的感覺是甚麼？我的感覺能不能透過「我是國家主人」這一個權力，充分展現出來？假定我或大多數的社會大眾多沒有這種感覺，這樣的教育、文化就不是民主國家的教育、文化，他們都無法從國民的權力去展現這樣的感覺，這一個國家就不是一個民主的國家。 很多人認為中國很好，其實他們僅在重溫1970年代那樣的氣氛而已，然而那是從相當不好的狀況發展成相對比較正常的情形，喜歡那樣的環境其實是一種不長進的現象，重溫那樣的環境實際上是心靈沒有成長的現象。 另外，我也認為他們去中國，基本上不是去當中國人，而是去當中國的特權人士。這和清朝末年的那些高級華人、洋人，有何差異？都是另一種形式的特權階級。這種感覺與身份讓他們在中國享有很多一般中國人享受不到的權益，連1970年代的他，也享受不到。所以他的感覺不是中國人民的感覺，而是中國特權階級的感覺。我們能說這樣的人去參與中國近代化，與一般中國人去參與，意義一樣嗎？顯然頗有爭議。 民主國家或者西方式的近代化國家，就一定是好國家嗎？說真的，我也不能肯定。但我知道當個有權力的人比當無權力的人好很多，我也知道絕大多數的人比較喜歡較多的權力，厭惡較較少的權力。我當然也聽過很多人大罵民主時代有多亂，還是戒嚴的好。但他所謂的不好僅表示他不喜歡別人使用權力的方式與結果，不能推論若將他現在已經習慣的權力予以剝奪，他就會比較喜歡。 我決難推論大家所喜愛的政治制度都一樣，但我可以肯定在資訊充分且完整的條件下，民主制度是大多數人比較肯定的制度。 朋友提到在中國，只要政府下一個命令，全國、全省或全市就努力奉行，使得建設看得見，變化快的很。他也批評台灣就是太民主，很多建設都推不動，進步很慢。看許多中國資料，的確是這樣。但在資源有限或固定的條件下，政府動員這些資源，就等於民間有很多資源不能使用，或者必須要以較高的價格取得，這樣的資源配置會比較好嗎？一群以政治目標為決策依據的人，他們對整體資源的配置使用能力，會高過以經濟目標為決策依據的人嗎？會高過經由較強價格制度指引資源配置的方式嗎？我們若肯定中國這一個制度，就等於默認專制社會的資源使用效率會高於民主、資本主義社會。那麼，蘇聯為何崩潰？東歐為何變天？中國為何要改革開放？中國用了三十年的時光，證明專制的共產制度不利經濟發展，許多人卻用自己的眼光去肯定專制制度的方式，這樣的觀察實在有待參酌。 實際上，當你身處這樣的境界，你就會發現強調集體利益那樣的進步僅僅是笑話，且恰恰是近代化之敵。近代化的主體精神不是國家產出增加，而是自由、平等、博愛及由此透過制度保障人民的利益（法治）。 每一個人取得現有的土地與資源，都是在合法的條件下取得，現在政府想要推動公共建設，僅依靠政府命令或依新法處理，其實並不夠，還必須告訴人民為何要拆遷這裡的東西。再者，補償至少也必須依照市價處理，而不是由政府決定以偏低甚至遠低於市場的價碼給人民。既然公共利益反應該土地、區位若改為公有、公共設施的利益高於私人，則既然有利益，就要足額補償給別人。不這麼做，就是攘奪私人利益，破壞法治。我們現在會肯定中國的建設速度，就是拆遷的不是你我的房子，而是別人的房子。 我們唾棄一個人民比較有權力的社會，熱愛一個人民比較沒有權力的社會，間接證明我們的心態不是人民的心態，而是統治者的心態。身為被統治者的人民卻以統治者壓迫人民的心態在看待事情，意味我們對自己的身份沒有深刻瞭解，也印證我們以往的教育都是要我們為統治者吶喊，以壓迫自己這種被統治者為榮！ 我當然知道有人會說，為了國家民族的大我，犧牲一點小我又有何妨呢？這恰恰是反近代國家精神的思考方式。「既然我是國家的主人，為何我還必須為這一個國家付出不合理、不合法的代價呢？」我們從以往我們所接受的教育去看這一段話，或許會覺得這人很不肯為大家犧牲，是很自私的人。但我們若從主人的角度去看這一句話，就會覺得他很順理成章。「我是主人，凡是讓我犧牲的決策就是讓整體利益受到損害的決策」，一般主人不就是這樣在思考問題嗎？既然都宣稱自己是國家主人，又為何要主人這也犧牲，那也犧牲呢？從而我們可以看出兩種不同的思考邏輯與文化在影響著我們。這兩者都宣稱具有民主、自由、平等與博愛的近代國家精神，一個強調「人民必須犧牲，又人民是主人」；另一個強調「人民不需要犧牲，除非你願意，又人民是主人」。到底哪一個宣稱在實踐「人民是主人」呢？假如是前者，奴隸不也是經常處在要犧牲的狀況下生活嗎？奴隸與「主人」都以被指定的、必須要犧牲為生活主體，所獲得的利益也一樣，請問哪一個是「主人」？又哪一個是奴隸呢？ 我當然也知道老是強調自己的利益，整體的運作會出問題。但「主人」不就是這樣嗎？若有人認為「主人」這樣的想法不對，他要做的事情是說服「主人」轉向，而不是要「主人」犧牲利益。事先完整清楚的契約，讓「主人」在決策時就知道他決策的利弊，這樣處理方式不就是正常的「主人」處理事情的方式嗎？充分、足額，甚至超額補償就是說服的方式之一。有人又會說，這樣的補償會傷害集體利益，所以是不對的。這種思考也不正確。在民主國家中，集體利益最後會分配給國民，因此集體利益應歸屬於國民個人利益在這一方面的加總。當我們要一個人減少補貼，就是讓集體得到更多的利益，而這些「更多的利益」必須高於某人減少的補貼，甚至補貼總額，才算有理性的作法。既然其他「主人」（或者還包含犧牲者本人）都可以透過犧牲者這一個「主人」得到利益，請問犧牲者這一個「主人」有義務讓他們得到利益嗎？當然沒有。所以訴諸集體利益要某一個「主人」犧牲利益，從「主人」的角度來說是說不通的。連說服的合理性都不一定成立，更何況要強迫？既然在機制上強迫要某「主人」放棄（或者稱犧牲）選擇不放棄該利益的權力，是不是應該給他至少足額的補貼呢？ 台灣公共建設無法推動的狀況是近代國家民主運作尚未上軌道的狀況，它的確是弊病，也的確需要趕快解決，但他的方向是正確的。中國可能很快速，但他的方向卻是錯誤的。 朋友強調中國這一次國慶出示多少武器，也告訴我他聽到中國還有多少武器沒有展示出來。言下之意，中國將會是下一個強權。我覺得很好笑。要當強國，甚至是第一強國，中國歷史上當了那麼久了，目前還在為第三、第四強國在炫耀，不是很幼稚的反應嗎？蘇聯在1990年的時候，他強大的武器比之現在的中國更厲害，與美國的距離更近，然而又怎樣呢？殷鑑不遠啊？ 我當然知道朋友這樣的心理反應，因為我和他同樣接受近代中國式、那種軍國教育，知道軍國主義國家透過軍威強盛來補強內心害怕的脆弱。然而恰恰是這種軍國主義，才是令人可怕、恐懼的發展歧途，而且是錯誤的發展方向。 更確切的說，目前中國要做的僅是普魯士型的富國強兵。這樣的國家的確強，甚至也有很多學術，但當社會科學、社會發展已經到二十一世紀時，中國竟然追求十九世紀的普魯士型國家，人民所享受到的民主、自由都強烈被限制，不是很荒謬嗎？何況歷史證明，這樣國家的發展，後來極有可能走向帝國主義，導致國家滅亡。然而更慘的是，普魯士帝國尚且是本國的貴族、資本家在支配自己國家，至少在日耳曼nationalism，或者在大日耳曼nationalism是成立的。但中國帝國卻是一群以外國人或準外國人的身份去支配著中國。站在天安門的高樓上閱兵的，他們最終可能如台灣的情形，具有兩種特性。一個是：我們都是中國人，其次是：我們的下一代至少有一個不是中國人。 朋友以國民黨的教育圖像去看中國，其實就是從小中國轉成大中國。國民黨在台灣的各項努力並無法讓他的人民感受到具有帝國主義風格的強國威風，這一群人轉而到另一個大中國去實踐國民黨給他們的夢想。他們的人生是一致的，都活在中國文化、國民黨給他的圖像意識中。這樣的圖像的確是強國，卻不是民主、自由、平等與博愛的近代化國家。 放在我桌上的，除了朋友這一封信外，還有三份2007年的資料：一個是2007年的世界百大精品資料；一個是世界各國平均國民所得的資料，還有自由之家對世界各國自由的評價。世界百大精品中，沒有一個是台灣的，中國的，也沒有香港的，但有美國、日本、歐洲及韓國的。世界各國平均國民所得的排名中，一大堆都是中小型國家為主，挪威、瑞士、瑞典、丹麥等都是高所得國家，甚至比美國、日本都好。台灣在這裡的排名也不錯。在自由方面的評價，台灣更好！ 思考到這樣的狀況，其實我深深覺得很悲哀。在這長久以來，烙印在我們身上的教育，都叫我們不可以私心，要一切奉公、為國。我們都用別人的眼光來看自己，包括在別人的框架中建立自己的價值觀與道德觀。然而這個別人包含兩個意義，一個是不是自己，甚至是與自己成為敵體的集體意識；一個是與這一個環境完全無關，甚至強調要拋棄這環境的意識型態。
